Leadership in Career and Technical Education: Beginning the 21st Century is the third edited book published by the University Council of Workforce and Human Resource Education (UCWHRE), formerly the University Council of Vocational Education (UCVE). The previous books, Beyond Tradition: Preparing the Teachers of Tomorrow's Workforce (1996) and Beyond Tradition: Preparing Human Resource Development Educators for Tomorrow's Workforce (1998) reported trends in their respective fields and also addressed issues that are perennial to workforce education. This publication is somewhat different in that it represents a collaborative effort among members of the UCWHRE, the National Research Center for Career and Technical Education and the National Dissemination Center for Career and Technical Education. This collaboration symbolizes efforts to link theory and research to practice and practice to theory and research.

Proposed Resolution in Support of Career and Technical Teacher Education
Whereas, virtually all public school graduates in the United States enroll in at least one course in career and technical education (Gray, 2003), and Whereas, approximately one-fourth (25%) of all public high school graduates in the United States complete a career and technical program of three or more courses (Gray, 2003), andWhereas, almost one-fifth (20%) of all credits earned by public high school graduates in the United States are in career and technical education courses (Gray & Walter, 2001), and Whereas, President Bush has emphasized the need for a “highly qualified teacher in every classroom” (U.S. Department of Education, 2002), and Whereas, student learning outcomes are directly dependent upon the quality of the instruction provided ( Sanders & Rivers, 1996) , and Whereas, the quality of instruction provided in career and technical education is dependent on the professional preparation of the teacher (Joerger & Bremer, 2001), and Whereas, career and technical teacher education programs in the United States have been depleted by faculty retirements, resignations, and re-assignments (Gray & Walter, 2001), and Whereas, the career and technical education teaching force can be expected to decline as a result of depleted teacher education programs (Bruening, et al., 2001), and Whereas, the University Council for Workforce and Human Resource Education (UCWHRE) consists of the academic leaders of the premier doctoral granting institutions involved in career and technical teacher education in the United States (UCWHRE, 2003),
Therefore, be it resolved that the University Council for Workforce and Human Resource Education requests that the Association for Career and Technical Education (ACTE) and the National Association of State Directors of Career and Technical Education Consortium (NASDCTEc) encourage and promote language in the reauthorization of the Perkins Act to require states to include authorization for career and technical teacher preparation and professional development in their state plans, and Further, be it resolved that the University Council for Workforce and Human Resource Education requests that the Congress of the United States include in the Perkins reauthorization language requiring states to include provisions for career and technical teacher preparation and professional development in their state plans. |
