Article II : Organization
SECTION A -Fiscal Year
The fiscal year for the University Council for Workforce and Human
Resource Education shall be from July 1through June 30.
SECTION B - Membership Criteria
Membership will be composed of universities providing research,
service, and instruction in career and technical education and human
resource development. Membership will be limited to those universities
meeting the following criteria.
- Doctoral Program: The doctoral program must be
supported by graduate faculty representing expertise in career
and technical education and human resource development or related
fields. As identified by the institution's
graduate school, the doctoral program must have an emphasis in
career and technical education and human resource development.
The doctoral program(s) as described above must have produced
one or more doctorates
in
the previous three years.
- Related Discipline: Support shall be available
in the related disciplines necessary to guarantee breadth of
the
doctoral program.
- Staff/faculty Research Development: The faculty
has made and continues to make contributions to the fields of
career and technical education and human resource development
or related disciplines through scholarly inquiry recognized
as worthwhile by the Council.
SECTION C - Membership
Prospective institutional members shall submit an application for
membership using forms approved by the Council together with such
supporting materials deemed necessary to show eligibility. The Board
of Trustees, or a review committee appointed by the President for
this purpose, shall evaluate the application and support materials
submitted and recommend to the President the acceptance or rejection
of the application. If the recommendation is favorable, the President
shall appoint a committee to verify the authenticity of the application
submitted as well as to clarify any questions raised by the review
committee. The committee shall report its findings at a meeting
of the Representative Assembly of the Council and recommend acceptance
or rejection of the institution as a new member. A positive vote
by three-fourths of the delegates will be sufficient to elect the
institution to membership on the Council. The Board of Trustees
shall be authorized to recommend temporary modifications of the
membership criteria to accommodate unique situations of member institutions
or institution applying for membership. The Board of Trustees may
appoint ex-officio members to foster collaboration with individuals
and organizations which focus on issues affecting education, training
and development
Member institutions who fail to send a delegate to the annual meeting
of the Representative Assembly and/or fail to meet other requirements
for membership as, stated in Sections B and C of Article II on Organization,
shall be placed on probation for one year by the Executive Committee.
Failure to correct deficiencies to the satisfaction of the Executive
Committee by the second year from the time of violation will result
in loss of Council membership upon recommendation of Trustees and
approval by Delegate Assembly.
