WHAT IS
UCWHRE?
The University Council for Workforce and Human Resource Education
is a nonprofit organization representing the nation's leading
universities. The Council provides leadership for teaching, research,
and service initiatives in career and technical education and
human resource development.

IS THE HISTORY OF UCWHRE
UCWHRE has a long history that began in 1976 as the "University
Council on Vocational Education Development." Dr. Rey Martinez,

WHAT
IS THE MISSION OF UCWHRE?
The mission of UCWHRE is to be a recognized force in shaping
the future of career and technical education and human resource
development through improving the policy and practices of education
in the United States toward the betterment of individuals and
the larger society.
The purposes are to:
- Provide a forum surfacing and debating the contemporary issues
significant to career and technical education and human resource
development.
- Develop and formulate positions on emerging trends and issues
affecting career and technical education and human resource development.
- Improve the capacity of member institutions to shape the direction
of career and technical education and human resource development
through teaching, research, and service.
- Promote an understanding of significant issues in career and
technical education and human resource development.
- Increase the visibility of higher education institutions concerned
with the professional preparation of individuals preparing for
roles in career and technical education and human resource development.
- Expand collaboration with individuals and organizations, which
focus on issues affecting career and technical education and
human resource development.
In carrying out the above purposes of the organization, attention
will be given to maintenance, development, and operation of
the UCWHRE.
HOW IS
UCWHRE GOVERNED?
Governance of the Council is vested in a Representative Assembly
consisting of one delegate from each member institution. A delegate
must be a full-time faculty member engaged in the work of career
and technical education and human resource development from the
member institution. The Representative Assembly approves the
policies and guidelines of the Council including the annual program
of activities. The Representative Assembly meets twice annually.
The Board of Trustees is authorized to handle the business of
the Council. The Trustees follow the business of the Council.
The Trustees follow the guidelines and criteria included in the
by-laws and other guidelines developed at the Representative
Assembly meeting of the Council. The Board of Trustees consists
of the officers plus two elected Trustees. The officers are President,
Vice President, and Secretary-Treasurer. The Representative Assembly
elects the officers and the Board of Trustee members.
The governing structure also includes an Executive Committee
consisting of the President, Vice President, and Secretary-Treasurer.
The Executive Committee conducts business as authorized by the
Board of Trustees.
HOW
IS THE UCWHRE FINANCED?
The Council is supported through annual dues assessment (currently
$325) and through voluntary contributions and services, grants
and contracts, and sales of publications.
WHAT
ARE THE MEMBERSHIP CRITERIA FOR THE UCWHRE?
Membership is composed of universities providing leadership,
research, service, and instruction in career and technical education,
training, and development. Membership will be limited to those
universities meeting the following criteria:
Doctoral Program -
The doctoral program must have an emphasis in career and technical
education and human resource development and be supported by
graduate faculty with expertise in those areas.
Related Disciplines-
Support shall be available in related disciplines necessary to
guarantee breadth of the doctoral program.
Faculty/ Scholarly -
The faculty provides leadership and continues to make contributions
to the fields of career and technical education and human resource
development.
